We're building autonomous ventures at the intersection of AI and regulated markets. Based in Berlin, Neogene AI operates at the frontier of the EU AI Act, open data standards, and agentic software.

hirinq is our first product: a neutral exchange for the €30B recruiting industry. We believe the hiring market is structurally broken — not because platforms lack features, but because the underlying data infrastructure is proprietary, fragmented, and single-sided.

Our answer is open protocols, bilateral matching, and an audit-first compliance model built for EU law from day one.

Why we built this

Three problems, one exchange.

The recruiting industry isn't broken because people aren't trying. It's broken because the infrastructure was never designed for bilateral accountability.

Point-to-point doesn't scale

Every platform reinvents matching, compliance, and data exchange from scratch. The result: hundreds of incompatible silos, each demanding proprietary integrations. Employers pay three times for the same candidate. Talent platforms can't share structured data. Nobody wins except the middlemen.

EU AI Act changes everything

Automated hiring decisions are classified as high-risk under the EU AI Act. That means mandatory audit trails, transparency reports, and human oversight for every AI-assisted screening. Most platforms aren't ready. We built hirinq audit-first — the compliance vault is the product, not an afterthought.

Open protocols unlock the market

OTP and OJP — the Open Talent Protocol and Open Job Protocol — let any ATS, talent app, or agent participate in the exchange without permission or proprietary lock-in. Structured, portable, MIT-licensed. When the data format is open, the market can finally converge on bilateral matching instead of platform capture.
